Consider and take action on a resolution authorizing the purchase of emergency equipment to outfit 17 public safety vehicles in an amount not to exceed $464,042 (Director of Public Works)

Background:
Approval of this resolution will authorize the purchase of equipment to outfit 16 public safety replacement vehicles deemed a total loss by the city’s insurance carrier, TML and 1 vehicle suffering from engine failure.

Hurricane Harvey brought 60 inches of rain fall to League City, resulting in major flooding. On March 27, 2018 City Council approved an agenda item for the replacement of vehicles deemed a total loss, and 17 of the totaled vehicles are public safety units that need additional equipment purchased and installed. These items include video systems, laptop and docks, Opticom systems, radios, graphics, stop sticks, K9 cage, lights and sirens. The vehicle outfitting was sent out for bid and not included in the previously approved agenda item.FEMA requires the replacement vehicles and upfitting equipment to go through the bidding process in lieu of using state contract pricing.

Eight (8) vendors will be used to complete the vehicle outfitting. Bid 18-022 for public safety vehicle outfitting was opened on February 27. Based on the results, staff recommends awarding the vehicle outfitting to Lone Star Products in the amount of $208,711. Bid 18-031 for Panasonic Toughbooks and Havis docks was opened on May 11, 2018. Based on the results, staff recommends awarding to CDW Government LLC in the amount of $49,000. The K9 cage will be purchased from quotes obtained and based on results, staff recommends the purchase from American Aluminum. The remaining vendors are deemed as proprietary, single and sole source vendors.

The total cost for the replacement of all emergency outfitting public safety equipment will be $464,042.
