Background:
Approval of this resolution with authorize an amendment to the professional services agreement with Ardurra Group, LLC to increase the total compensation by $218,500 for a total amount not to exceed $518,500.

On January 23, 2018 through Resolution 2018-013, the City Council approved the professional services agreement with Ardurra ("Agreement") to provide disaster recovery consulting services related to Hurricane Harvey for an amount not to exceed $300,000. Ardurra was to be used to help maximize the City’s eligibility and reimbursement opportunity for all federal assistance programs, including FEMA programs. Ardurra's rate of compensation under the Agreement is based on the various hourly rates of its consultants. However, in order to comply with FEMA procurement rules, the City was required to create a compensation cap in the Agreement, which Staff initially set at $300,000.

As Ardurra has proceeded with its work, Staff is now recommending that the compensation cap be increased to allow for grant application services related to projects submitted thru the Texas Hazard Mitigation Grant Program (HMGP). The HMGP is funded by FEMA and administered by the State of Texas through the Texas Division of Emergency Management (TDEM). This program assists States and Local Communities in implementing long-term hazard mitigation measures following a major disaster. The HMGP funding is based on a 75% Federal and 25% Local cost share. The TDEM will establish priorities for utilizing the funds to address needs identified to provide the “greatest benefit through long-term risk reduction to the greatest number of people”.
