Consider and take action on a resolution authorizing a Professional Services Agreement with Freese and Nichols, Inc for CIP Project Management Assistance in an amount not to exceed $398,000 (Director of Budget & Project Management)

Background:
Approval of this item will authorize the City to enter into an agreement with Freese and Nichols, Inc. (FNI) from August 1, 2018 to September 31, 2019 for the purposes of providing assistance in managing the City's Capital Improvement Plan (CIP). Services will include but are not limited to: project identification and estimation, review processes and procedures, design consultant selection, assisting City Personnel in managing CIP projects, review of studies, and plans & specifications prepared by other consultants. These services are an important resource to help meet Council's proposed goals for the City Manager to deliver 90% of projects on time and on budget. These services will assist Project Managers with bottlenecked projects, forward planning, anticipating delays to the critical path, contract negotiations, and contract development. In addition to the current project management staff, funding for two additional positions are being requested in a separate item. A Senior Project Manager and a Land/ROW Specialist will also assist in enhancing project delivery efforts.

The proposed FNI Team Leader, Ron Bavarian, has over two decades of Project Management Expertise and is widely considered to be among the nation’s elite practitioners. Additionally, Mr. Bavarian will be an immediate available resource for technical Subject Matter Expertise in areas where the current Project Management staff has a void. The skillsets of the overall team will be far-reaching and return value as the City implements multiple high visibility projects.

The contract is for 14-months thru September 30, 2019 based on our estimate of the expanded effort but may require an extension in the future. The $398,000 is an allowance and ...
