Consider and take action a resolution approving the PY 2018 Annual Action Plan related to the Community Development Block Grant Program (Director of Planning and Development)

Background:

Approval of the PY 2018 Annual Action Plan will authorize the City to submit the plan to the Department of Housing and Urban Development (HUD) for approval.

Program Timeline:

March 14, 2018 - Held a public hearing on the PY 2018 Annual Action Plan and Section 108 Pre-Application.

July 12, 2018 - Held a second public hearing on the PY 2018 Annual Action Plan at the Johnny Arolfo Civic Center.

July 24, 2018 - Council to consider request for action on the PY 2018 Annual Action Plan.

August 15, 2018 - City to submit finalized PY 2018 Annual Action Plan to the Department of Housing and Urban Development (HUD).

Summary:

In October 2018, the City will receive $375,169 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). By law, CDBG funds must only be spent on activities that benefit low and moderate income persons, address slum or blight, or meet a particular urgent community development need. Additionally, the funds have certain limitations such as a maximum of 15% to be spent on public services and a maximum of 20% to be spent on administration of the program. Infrastructure and public facility activities must occur in HUD-designated target areas.

The PY 2018 Annual Action Plan anticipates availability of approximately $375,169 in current year funds and $1,678,160 in Section 108 funds. For the funds to be received, the City is required to approve an Action Plan outlining how the money will be spent by the City. This year, three public service agencies applied for funding and all three were approved. Staff proposes the following with PY 2018 funding and the remaining funds from the prior year. No public comments have been received regarding the Annual Action Plan at this time.
