Background:
Approval of this item will allow the City to participate in the Federal Surplus Property Program, which will assist the Fire Department and Police Department with acquiring equipment in preparation for Hurricane Season.

The Federal Surplus Property Program, operated by the Texas Facilities Commission, makes surplus property from federal government agencies available to a variety of eligible organizations including cities, counties, state agencies, schools, fire departments, and some nonprofit organizations. The Program receives goods from all parts of the federal government including the military, is funded entirely by handling fees that are paid by participating organizations for items they acquire, and saves Texas organizations and taxpayers millions of dollars each year.

The program also encourages conservation through the reuse of valuable items that might otherwise end up in a landfill. The Program has a wide variety of property available including heavy equipment, office supplies, vehicles, tools, furniture and much more. All items acquired through the program are on an "as is, where is" basis without warranty of any kind and must be placed in use for the purpose for which acquired within one year of receipt. Properties acquired have a compliance period of at least 12 months, increasing to 5 years depending on the item type and value. During the compliance period, the City may not dispose of the property or remove it permanently for use outside the State without the prior approval of GSA.

Application to the Federal Surplus Property Program is necessary to participate and obtain new property. Once accepted into the program, the City must reapply every three years.
