Consider and take action on a resolution authorizing an agreement with Mersino Dewatering Inc. (Global Pump) for the purchase of one (1) trailer mounted 8-inch Dri-Prime Pump for a total amount not to exceed $59,792.50 (Director of Public Works)

 

Background:

Approval of this resolution will authorize the purchase of one (1) trailer mounted 8-inch Dri-Prime Pump from Mersino Dewatering Inc. (Global Pump) in an amount not to exceed $59,792.50.

 

The Purchasing Department issued a Request for Proposals (RFP) for this item on June 26, 2018.  Four (4) responses were received on July 10, 2018. The intent of the RFP is to provide a selection process based on “Best Value” in effort to ensure the purchase of reliable, mechanically sound, and local serviced equipment required for emergency by-pass pumping activities (Stage and activate stormwater relief pumping of leveed subdivisions, storm sewer pipe, damned or bermed open channel drainages, and various sanitary sewer bypass applications).  As a basis of evaluating the qualification of firms the following evaluation factors were applied: 

                     Price - Evaluated for fair and reasonableness (30%);

                     Compatibility with City's existing equipment (20%)- Response that includes technical approach to performance, quality approach and reliability for services;

                     Responsiveness to the RFP (20%) - Response that includes and obvious thorough understanding of the bid and meet all bid specifications.

                     References and Financial Status (15%) - Bidders submission of two valid Credit References and three Past Performance;

                     Service Delivery Approach Implementation (15%) - Evaluated for Reasonable and Fair Delivery Time.

 

A three-member evaluation team comprised of City staff (Assistant City Manager, Director of Public Works, and Chief Plant Operator) most familiar with emergency by-pass pumping, utilized the above-mentioned scoring process to recommend a best value purchase from Mersino Dewatering Inc. (Global Pump) in the amount of $59,792.50. Amco Pump Manufacturing submitted the lowest bid in the amount of $50,635.94, but the pump is new to market with limited service history and reports of reliability issues.

 

On April 10, 2018, City Council approved an Emergency Pumping Policy to assist the drainage function of leveed subdivisions with controlled discharge structures during excessive rainfall and flooding events, such as Bay Ridge. The policy requires pre-staging of emergency pumping equipment under certain prescribed conditions outlined in the attached pumping policy. The City’s existing emergency pumping equipment serves wastewater utilities and does not have adequate capacity to effectively serve in a large volume stormwater applications. The purchase of the above-mentioned pump provides improved response and pump performance efficiencies required to support the Emergency Pumping Policy.  The pump will serve various utility and stormwater pumping needs, when not used to support the activated Emergency Pumping Policy.
