Title

Consider and take action on a resolution approving the purchase of nine (9) police patrol vehicles with related equipment for the Police Department through various state contract vendors in an amount not to exceed $586,733 (Director of Public Works)

 

Background:

Approval of this resolution will authorize the purchase of eight (8) Ford Interceptor Explorers patrol vehicles and one (1) Ford Interceptor Explorer K9 vehicle, with related equipment to meet the City's operating needs by replacing systematically aging vehicles, pending the approval of the second reading of the FY2019 Budget. The police vehicles are being purchased from the Capital Replacement Fund as part of the FY2019 budget. 

 

Approval will also allow purchase orders to be processed October 1 ensuring 2019 models are available. Ford has scheduled a cutoff date for the 2019 model, so it is important to get vehicles ordered as soon as possible.  Postponements could result in requiring the purchase of 2020 models which are anticipated to increase in cost and delay delivery until mid-summer 2019.

 

The capital replacement schedule adopted by City Council in 2006 provides for police automobiles to be replaced every six (6) years.  Pursuant to this policy, these 2011 and 2012 police vehicles were eligible for replacement in 2017 and 2018.

 

Factoring in the mileage for these units, and the continued maintenance issues with the Dodge Chargers, Fleet staff recommends replacing nine (9) patrol vehicles with 2019 Ford Police Interceptors. The unit cost will be approximately $64,831 for each patrol unit and $67,785 for the K9 unit.

 

The total replacement cost for nine (9) Police patrol vehicles, including a $300 cooperative purchasing fee, is $586,733, utilizing the ESC Region 2 GoodBuy contract pricing. On August 22, 2017, City Council approved an interlocal agreement with ESC Region 2, which allows the City of League City to purchase using their contract pricing.

 

The pricing for each patrol vehicle includes the base vehicle, the police equipment package, an APX6500 Radio with encryption, vehicle graphics, a laptop and Havis port replicator, Opticom and a Flashback 3 video system. Due to the age and specifications of existing police equipment it is not possible or feasible to reuse in the replacement vehicles.

 

The vehicles will be purchased from Silsbee Ford and equipped from Lone Star Products & Equipment LLC, utilizing GoodBuy pricing.  Funding is available for this purchase from the Capital Replacement Fund.
