Background:
Approval of this resolution will authorize a professional services agreement with Kimley-Horn and Associates, Inc. for signal timing services, primarily along four corridors within the City totaling 21 signals for an amount not to exceed $99,500. The funding is budgeted in ST1101 Five Corners Realignment Project for signal timing after the improvements were completed. Funds will be moved to a new project TR1901-2019 Traffic Signal Timing that will be added to the Capital budget once approved.

Due to the rapid growth and ongoing construction projects in League City, the traffic signal timings are quickly becoming outdated. The focus of this project will be to increase the cycle lengths along the major corridors to keep up with the increased demand. Traffic counts will be performed at major intersections and updated traffic signal coordination timings will be implemented at key locations throughout the city as shown in the project maps. The locations for traffic counts were kept flexible due to the quickly changing traffic patterns so we can utilize the contract where needed up to the time we ask for the work to be performed.

The project consultant is also tasked with evaluating and installing special peer to peer logic programming at signalized intersections around the Five Corners traffic signal. The surrounding traffic signals, to include: Main at Texas Ave, Marina Bay Blvd at Stadium Dr, Marina Bay Blvd at Davis Rd, and FM 518 at CCISD Dr., will operate in a mode where the signals receive timing commands from the Five Corners traffic signal controller instead of a time-based coordination plan.
