Consider and take action on a resolution authorizing an Interlocal Agreement with the Harris County Sheriff's Office and the Harris County Central Technology Services for access to the Harris County’s Automated Fingerprint Identification System (Chief of Police)

Background:
Approval of this resolution will authorize an Interlocal Agreement with the Harris County Sheriff's Office and the Harris County Central Technology Services for access to the Harris County’s Automated Fingerprint Identification System.

On May 29, 2015, the City of League City, the Harris County Sheriff’s Office (“HCSO”) and the Harris County Central Technology Services (“CTS”) executed an Interlocal Agreement allowing League City to have access to the Harris County’s Automated Fingerprint Identification System (“HC AFIS”). HC AFIS is the regional fingerprint and photograph system maintained by HCSO that provides the regional law enforcement community with automated fingerprint search capabilities, latent searching capability, electronic image storage, and electronic exchange of fingerprints and responses. This previous Interlocal Agreement included guidelines that apply to all of HC AFIS services, AFIS equipment, and any associated data accessed through connection with HC AFIS.

Currently, the League City Police Department has two (2) AFIS LiveScan Fingerprint Workstations. One of these Stations is in the Jail area, and this Station is used to input the fingerprints of every person that is arrested. The second Station is located in the evidence area, and this Station is used to compare latent prints on crime scenes to latent prints that are stored in Harris County’s database.

In July of 2018, HCSO requested an update to the Interlocal Agreement. The City Attorney’s Office advised that the changes are as follows:

- The new agreement has language that clarifies that compliance with Criminal Justice Information System (CJIS) is required, and
