Consider and take action on a resolution authorizing the submission of grant application to the Texas Parks and Wildlife Department for a 50%/50% State/City matching grant supporting the Bayridge Park Redevelopment Project (PK11) (Director of Parks and Cultural Services)
Background:
Approval of this resolution will authorize the submission of a grant application to the Texas Parks and Wildlife Department for a 50%/50% State/City matching grant supporting the Bayridge Park Redevelopment Project (PK11), to receive any awarded funds, and will also authorize the City Manager to sign any or all documents pertaining to the construction. Bayridge Park is one of the older parks in the City of League City park system. It is identified in the Parks, Trails, and Open Space Master Plan as a priority project for an upgrade. Currently, the CIP calls for $100,000 in Park Dedication Funds. The grant will provide funding for additional improvements for the park.
The Texas Parks and Wildlife Department (TPWD) manages the Local Park Grant Program, funded by a State-wide Sporting Goods Tax, and provides funding for acquisition of land and new constructions and major renovations to existing parks and trails. The maximum amount of funding that TPWD will award is $500,000, or 50% of the project total with the City of League City being required to match the same amount in dollars or in-kind (land, labor, materials, or equipment usage).
For the City's 50% match, it is proposed to utilize the following funding sources:
1. The value of the unopened street right-of-way adjacent to the park, estimated at $250,000 (the land would then become a part of Hometown Heroes Park and a portion of the 5K Trail will run within that corridor)
OR
2. A total of $500,000 from the current $1,200,000 that is budgeted for construction of the 5K Loop Trail in Hometown Heroes Park. By utilizing the $500,000 in 5K Loop Trail funds, the full $500,000 used as a match will continue to be applied for constructing the 5K Trail project and will be matched by TPWD with $500,000. This will be divided as follows: approximately $200,000 for an additional trail or trail amenity construction in Hometown Heroes Park and $300,000 in amenities and professional services within Bayridge Park

3. A combination of the two (2) matching fund sources listed above to reach the $500,000 match required by TPWD

The grant application process also requires a public hearing to be conducted by the grantee (the City of League City) to solicit input from the public concerning the grant application and the new construction that will take place. TPWD also requires that a resolution be adopted by the City Council and that a staff member or elected official be designated as a representative of the City to handle correspondence with TPWD and other official business related to the project.
