Consider and take action on a resolution authorizing a construction contract with Gamma Construction Company for the Fire Station #6 Project (CIP# FR1701), for an amount not to exceed $4,358,000, and authorizing the expenditure of an additional $152,374 for a Construction Work Change Directive budget (Director of Budget & Project Management)

 

Background:

Approval of this resolution will authorize the award of the construction contract to Gamma Construction Company for the Fire Station #6 Project (Bid No. 18-046), in the base bid amount of $4,278,000, plus an alternate for furniture and equipment in the amount of $80,000, and authorizing the expenditure of an additional $152,374 for a Construction Work Change Directive budget.  The base bid amount includes an additional owner’s contingency allowance in the amount of $150,000.  

 

This project is for the construction of a new Fire Station on South Shore Boulevard south of SH96.  The three-story fire station will feature three bays, a pumper, and living quarters for firefighters and paramedics.  The new station will serve the growing population on the southeast side of the City and is part of the City’s goal to maintain or decrease response times. 

 

Competitive Sealed Proposals for the project were received August 22, 2018 (Bid No.18-046).  Proposals received were evaluated for best value by an Evaluation Team for the recommendation of the construction award.  Gamma Construction Company was found to offer the overall best value.  Attached is the resolution document, recommendation memorandum, bid tabulation, standard form of agreement, and project aerial location map.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1)                     Construction contract with Gamma Construction Company in the amount of $4,278,000.

2)                     Alternate contract for furniture and equipment with Gamma Construction Company in the amount of $80,000.  Items included are commercial laundry equipment, cooking equipment, refrigerator/freezers, dishwashers, etc.

3)                     Construction Work Change Directive budget in the amount of $152,374.00 that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

 

This project is anticipated to take 365 calendar days from the notice to proceed.

 

The project budget includes funding for the following items that may require future Council consideration:

1)                     Construction Materials Testing estimated at $25,391.

2)                     Six (6) Radios for the new fire engine in the amount of $34,000.

3)                     Additional FF&E in the amount of $115,000.  This funds items not included in the FF&E as part of Gamma’s contract such as furniture, kitchenware, bedding, toiletry supplies, microwaves, etc.

4)                     IT/Phones in the amount of $39,000.

 

The $150,000 contingency within the construction contract, and the $152,374 work change directive will be closely managed in order to fund potential needs such as equipment for the new fire engine (pumper).  Lastly, a new component of the project is the Westnet Fire Station Alerting System estimated at $200,000.  Westnet is a new addition to the City’s fire stations and $200,000 is the estimated cost for a full- service system.  Staff recommends managing the project contingency closely and identifying savings in other projects throughout the construction of the fire station in order to fund the Westnet components for Station 6.

FUNDING:

{X} Funding is available from Miscellaneous Capital Projects Fund 5015 with expenses charged to project expense string FR1701-CONSTRUCT-CONSTRUCT-TS CASH.  The construction cost will be funded by the 2018 Bond Issue and the Miscellaneous Capital Projects Fund 5015 will be reimbursed once bond proceeds are received.  A reimbursement resolution is included on this same agenda.
