Consider and take action on a resolution authorizing the City Manager to submit an application to the Houston-Galveston Area Council in response to the FY 2019-2022 Transportation Improvement Program Call for Projects for the Palomino Lane Extension Project (Director of Budget & Project Management)

Background:
Approval of this resolution will authorize the City Manager to submit an application to the Houston-Galveston Area Council in response to the FY 2019-2022 Transportation Improvement Program Call for Projects.

On January 9, 2018, City Council approved a resolution to authorize a professional services agreement with Lockwood, Andrews & Newnam, Inc. (LAN) for planning level and TIP Application services for the FM270 Widening and Palomino Lane Extension projects.

CIP Project ST1802, Palomino Lane Extension, was identified as a high priority in the approved Master Mobility Plan and is to provide additional connectivity between the major FM 518 and FM 528 arterials. This project will extend Palomino Lane to the north from its current concrete pavement endpoint adjacent to CCISD's Clear Springs High School campus, cross Clear Creek and end at Grissom Road. The improvements will include a concrete pavement boulevard section with a raised median, an underground storm sewer system and a bridge spanning Clear Creek. An 8-foot pedestrian path will also be installed.

The Houston-Galveston Area Council (HGAC) has issued the 2018 Transportation Improvement Program (TIP) Call for Projects and are accepting applications for transportation projects between September 4, 2018 and October 31, 2018. The City is interested in submitting applications for construction funding through partnership with HGAC/TxDOT under the Widening and New Construction project category.
