Consider and take action on a resolution authorizing an interlocal agreement with Harris County Flood Control District for participation in the Regional Public Education Services Program (Director of Engineering)

 

Background:

Approval of this item will authorize an interlocal agreement that will allow the Harris County Flood Control District (HCFCD) to administer and implement a Regional Watershed Protection Education Program.

 

This is a yearly agreement that is being renewed. As part of the City’s MS4 program, we are required to implement a public education and outreach program on storm water impacts. Other cities in Harris County and the County are required to provide this program as well. A group of cities, League City included, partner with Harris County Flood Control District to provide a regional educational and outreach program. The program provides information on the impact to water quality of our local watersheds regarding, but not limited to, dissemination of information regarding (a) prevention of litter, (b) proper management of pesticides, herbicides, and fertilizers, (c) public reporting of illicit discharges, (d) proper management of used oil and household hazardous wastes, and (e) proper construction methods.

 

This program provided the City brochures  related to the above informational items that are kept in a variety of places such as the Library, the Development Services Building (500 W. Walker), and the Public Works Building. The provided brochures are also handed out by our inspectors during final inspections of commercial projects and Staff handed them out a City events such as the Hurricane Blowout, the League City Music Festival, and the Clear Creek Paddle Races. The City also receives 3 to 5 videos a year that are then put on our Municipal Cable Television channel. Other provided items such as stormwater fact sheets and  clean & green programs are provided as links on the City's website. This program also pays for all of the stormwater markers that go on City street drainage inlets. Another provided service this interlocal agreement will provided is Watershed Best Management Practices (BMP) Networking events that are hosted by HCFCD.

 

In years past, this interlocal agreement has been administered by Harris County, but the Harris County Flood Control District has recently assumed responsibility of the program. The program is based on a pro rata share of the cities within Harris County. Since League City has a small portion of residents within the Harris County boundary, our pro rata share is based on that size even though the program will continue to be administered through-out the entire city. The City’s pro rata share of expenses for the County to administer this educational and outreach program is $24,085.32 or approximately $0.23 per resident of League City.

 

Another plus is that this program allows the City to gain benefit within the National Flood Insurance Program’s Community Rating System. This program allows insurance agents to provide a discounted rate to residents within the City on Flood Insurance. The City’s current CRS rating is a Level 6 which correlates to a 20% discount on Flood Insurance.
