Title
Consider and take action on a resolution authorizing a professional services agreement with Huitt Zollars for design work related to the Nature Center Pond Bank Erosion project (PK1805) in an amount not to exceed $60,400.00 (Director of Budget & Project Management)

Background:
Approval of this resolution will authorize Huitt Zollars the design for the Nature Center Pond Bank Erosion project (PK1805) for a contract amount not to exceed $60,400.00.

On March 27, 2018, Council approved to add the Nature Center Pond Bank Erosion project to the FY2018 Capital Budget with an approximate design and construction budget of $200,000, with the intent to follow the procurement process to support FEMA reimbursement. Following a FEMA site visit on June 4, 2018, staff published a Request for Qualifications following Title 2 CFR 200.321(b)(3) to comply with FEMA Reimbursement Federal Policies for Public Assistance Program qualifications.

Three sealed bids were received September 25, 2018 (RFQ No. 18-026A). Huitt Zollars submitted a sealed competitive Request for Qualifications following the Texas Professional and Consulting Services Code 2254. Five factors were considered for the evaluation of qualifications: Qualifications, Experience, Project Methodology/Approach, Capacity to Perform, and References.

The initial budget was based on approximately 125 feet of shoreline needing repair; but after an inspection by FEMA, it was determined that 245 feet of shoreline was damaged. To mitigate continuing and future damage, the scope was extended to 350 feet of shoreline. Huitt Zollars estimates the construction cost at $651,600 for 350 feet of shoreline.
