Consider and take action on a resolution authorizing the purchase of a Kenworth T440 Vactor Vacuum & Jet Rod Unit and a Gradall XL4100 6x4 truck chassis mounted Excavator through state contracts for an amount not to exceed $828,021 (Director of Public Works)

 

Background:

Approval of this resolution will authorize the purchase of a Kenworth T440 Vactor Vacuum & Jet Rod Unit and a Gradall XL 4100 6x4 truck chassis mounted excavator from the Capital Replacement Fund for a total cost of $828,021. This purchase replaces two existing units with similar function.

 

A total of 32 pieces of equipment were eligible for FY 2019 replacement. Only the two aforementioned units met the Fleet Equipment Replacement Criteria. The existing International- Vactor Jet Rod Vac unit has served the City for eleven years and has approximately 35,000 miles of use. The Existing Grad-all XL 4100 has served the City for 19 years and has approximately 6,452 miles of use. Please note that both units work with-in the boundaries of the City Limits, making mileage readings not representative of the actual performance degradation imposed on these machines over their expected service life. Both units require full load engine operation while on work duty to run power take offs (PTO) that power a multitude of hydraulic pumps, blowers, PD pumps needed to perform the intended function of the machine. Both units will be placed in surplus at a later date after the replacement units are purchased and put into service.

 

The Vactor truck is a combination of a 2100i Vactor Vacuum & Jet Rod service unit with Roots 824-18" Hg. Blower, 15 Yard Debris body, and 1500-gallon fresh water holding tank, mounted on Kenworth T 440 6x4 truck chassis. The main purpose of the Vactor truck is to maintain the City’s sanitary sewer collection and conveyance system. The vacuum/jet rod function allows City crews to safely remove blockages of grease and foreign debris from underground gravity sewer piping that can cause sewer system overflows and other potential infrastructure failures. The unit also serves the City’s seventy-four (74) lift stations, two wastewater treatment facilities, and is required to support the Closed Caption Television (CCTV) camera crew activities. This replacement will decrease the excessive downtime of the existing unit which has a longstanding problematic history of mechanical failures on the chassis and service body equipment and adds several updated safety features to protect operating crews from injury. Staff met with multiple manufactures to determine best overall value, function, and safety features, and found the Vactor/Kenworth combination to be the best fit for this specialty duty.

 

The Gradall XL 4100 is a rubber tire roadable excavator with a telescoping boom designed for roadside drainage ditch maintenance. This is the City’s largest roadable Gradall and is utilized to clean and maintain roadside ditch grade lines. The unit also is needed for culvert installations where the lifting capabilities allow crews to safely make long reach culvert installations.

 

The Vactor truck will be purchased from Performance Truck utilizing Buyboard Contract #521-16 pricing in the amount of $405,352.  The Gradall will be purchased from Associated Supply Company (ASCO) in the amount of $422,669 using H-GAC Contract EM06-17.   Total funding for the replacement equipment will be $828,021.
