Consider and take action on a resolution approving the revised Guidelines for the Installation of Speed Humps in Existing Neighborhoods (Director of Engineering)

Background:
The Guidelines for Installation of Speed Humps was originally approved by City Council in June 1996 and last updated in October 2012. The 2018 update has addressed the following:
• Corrected inconsistencies and spelling mistakes in the 2012 version.
• Added a fee ($300) to cover City costs for the speed study and subsequent report.
The City sets neighborhood streets at a 25 MPH speed limit. From a traffic calming standpoint, speeding in not typically considered a problem until the 85th percentile speed varies by more than 10 to 15 miles over the speed limit. If the 85th percentile is at or over 35 MPH, then the City has 2 options: (a) increase the speed limit to match the speed study or (b) implement traffic calming measures, such as speed humps, to bring the speeds to the desired speed limit. The installation of speed humps will be thoroughly vetted prior to any such installation as studies have found that on average, a speed hump adds 2 seconds to emergency vehicles.
Engineering and Public Works - Traffic & Transportation staff recommend approval of this resolution updating the existing Guidelines for the Installation of Speed Humps in Existing Neighborhoods.
