Title

Consider and take action on a resolution directing staff to implement procedures to grant, to federal employees and contractors affected by the Federal Government Shutdown, additional time to pay bills for city services that are not discretionary (Council Member Mann and Mayor Pro Tem Kinsey)

Background:

The funding for 23% of the agencies of the United States government ceased at 12:00AM on Saturday, December 22, 2019.  The government shutdown caused by the cessation in funding affects approximately 800,000 federal and contract employees, who missed their first paycheck on January 11, 2019.

The City Council is proud that the City of League City is home to many federal employees and believes that the City should do what it can to avoid compounding the financial hardship experienced by these residents during the federal government shutdown.

The City Council wishes to have the City implement procedures, for furloughed federal employees and contractors, that; (a) waive all penalties/fees for late payment of city bills; (b) allow additional time for payment of bills for nondiscretionary city services; and (c) refrain from shutting off city services for nonpayment of bills.
