Consider and take action on a resolution to ratify the contract with D. Wagner Construction, Inc. for the emergency repair of the 24-inch gravity sanitary sewer near Butler Road Lift Station in an amount not to exceed $127,573 (Director of Public Works)
Background:
Approval of this resolution will ratify the contract with D. Wagner Construction for the emergency repair of the 24-inch gravity sanitary sewer line near the Butler Road Lift Station located at 1220 Butler Road in an amount not to exceed $127,573.
On Wednesday January 2, 2019, a local business reported a sinkhole near the City’s Butler Road lift station located at 1220 Butler Road. Upon evaluation, it was determined to be an emergency repair due to the depth, complexity, and the magnitude of the area served by this critical line and location. The aggressive nature of the sinkhole required prompt response and a contractor with the ability to quickly mobilize on-site to stabilize the area of failure. This effort prevented potential damages to the nearby lift station, roadway, and power pole with a three phase transformer bank. Butler Rd. was closed to through traffic for safety concerns related to the amount of heavy machinery and support equipment needed to excavate 20-foot deep gravity sewer.
Excavation activities were complete by Wednesday, January 9th, revealing the failure of the 24-inch gravity sewer line that adjoins the junction manhole and 42-inch gravity sewer that enters the Butler Rd lift station wet well. Corrosion from Hydrogen Sulfide (H2s) gas contributed to failure of approximately 8 feet of the 30 plus year old ductile iron pipe. By-pass pumping operations were also implemented during this to insure the continuation of sewer service to homes and local businesses, and to avoid sanitary sewer overflows. Repair of the failed gravity line was completed on Monday, January 14th. Concerns of the condition of the adjoining manhole structure required a specialized coating application which was performed by the coating contractor working on the on-going sanitary sewer rehabilitation project. The cost of the coating application is not included in this ratification request, as it was included within the rehabilitation project. The rehabilitation of the failed gravity line was approximately 50 percent complete at the time of the failure but was delayed because of un-favorable ground water conditions that hindered the installation of the proposed Cured In-Place Pipe (CIPP). The installation of the CIPP on the remaining portion of the project is expected to resume within the next 3-6 weeks.
The replacement of the concrete curb and gutter roadway panel, sidewalk, and driveway will be performed by the City’s concrete contractor to utilize the cost benefit of the existing contract. These repairs are expected to be complete by the end of the week of January 21st.
Due to the potential impact to public health and safety from the threat of loss of sewer service to a large portion of the City’s service area west of I-45 and extended damage of a critical wastewater conveyance facility the incident was declared an emergency repair. D. Wagner Construction was selected based on their longstanding history of work quality, fair pricing, and ability to promptly mobilize on site.
Funds are available in the Line Repair Department’s utility systems repair and maintenance budget line item No. 52620. Since the cost for this emergency repair exceeds $50,000, it is necessary for City Council to ratify the contract with D. Wagner Construction.
