Consider and take action on a resolution authorizing an encroachment agreement with Genesis Pipeline Texas LP, for the City's benefit that allows the City to construct, install, and maintain certain improvements consisting of a sanitary sewer line located at Highway 3 and Byron within the existing Genesis Pipeline easement for an amount not to exceed $3,500 (Director of Engineering)
Background:
If approved, this resolution for a Consent to Encroach Agreement will allow the City to perform pipe bursting rehabilitation of an existing 8” sanitary sewer line that crosses under SH 3 near Byron St. This segment of sanitary sewer is included in the City's Annual Sanitary Sewer Rehab Project (CIP Project #WW1801). This CIP project ensures reliable sewer collection and conveyance for the areas served by the City's sewer system. The cost of the pipe bursting rehabilitation of the sewer main under SH 3 is estimated at $39,620.
The rehab of this portion of the sanitary sewer main crosses an existing Genesis Pipeline easement along SH 3. Genesis requires an Encroachment Agreement to be in place prior to any work beginning within the easement. Their Encroachment Agreement has a $3,500 application fee requirement. Once the application and fee have been submitted, Genesis will begin their review. The City cannot start any construction activities until this process has been completed and Genesis has executed the Encroachment Agreement.
Funding for the encroachment agreement and the rehab will come from Line Repair Utility System & Repair Account 10207700-52620.
