Consider and take action on a resolution authorizing a professional services agreement with Cobb, Fendley & Associates, Inc. for design work related to the Grissom Road Reconstruction Project (RE 1702G) & North Service Area 12” Water Line along Grissom Road (WT1705), in an amount not to exceed $989,950.00 (Director of Budget & Project Management)
Background:
Approval of this resolution will authorize the City Manager to enter into an agreement with Cobb, Fendley & Associates, Inc. to design the Grissom Road Reconstruction Project & North Service Area 12” Water Line along Grissom Road for an amount not to exceed $989,950.00.
Cobb Fendley will provide engineering design services for replacing approximately 5,600 feet of an existing 2-lane asphalt open ditch roadway with a 4-lane divided concrete roadway including a pedestrian sidewalk as well as drainage improvements. Design will also include approximately 5,000 feet of 12-inch water line from the North Service Area Booster Station to West NASA Road. The project spans from Abigail Lane to the West NASA Road and Grissom Road intersection. Design will also include a traffic intersection analysis of West NASA Road and Grissom Road and a recommendation.
Services for this project that Cobb Fendley will perform include: preliminary engineering report, environmental document preparation and permitting, surveying, right-of-way mapping, preparing roadway design, pedestrian facilities, hydrologic and hydraulic analysis, signing and pavement markings design, traffic intersection design, traffic control plans, storm water pollution prevention plans, ADA Compliance and TDLR registration, utility design, geotechnical study, utility coordination and engineering, bid phase services, and construction phase services necessary to support the design process.
Cobb, Fendley & Associates, Inc. estimates the construction cost at $9,142,981.

FUNDING
{x} Funds in the amount of $989,950 are available from Reinvestment Cash fund 5017 ($909,955) with expenses charged to RE1702G-PLAN DESIGN-DESIGN-RE CASH and from Water Capital Recovery Fees fund 1040 with expenses charged to WT1705-PLAN DESIGN-DESIGN-CRF WATER ($79,995)
