Consider and take action on a resolution authorizing the submittal of a grant application to the Office of the Governor (Homeland Security Grants Division) for the 2019 State Homeland Security Program for Explosive Ordnance Disposal (EOD) equipment for the agency’s bomb technicians and the naming of the grant managers (Chief of Police)
Background:
If approved, the agency would move forward in the submission process for the grant in the amount of $156,000. This grant is a terrorism centric grant and submission will improve the chances of securing a funding source for the necessary EOD equipment The items being requested are 2 complete bomb suits, 1 complete portable X-Ray system, 2 Tactical Bomb Technician Tool Kits and 2 2nd Line Tool Kits for use by the agency’s bomb technicians. The Police Department has two officers assigned to the Texas City Regional Bomb Squad and those officers need this equipment to be operationally safe, as well as, effective. If the grant were funded, the City would have to purchase the requested items and be reimbursed once proof of purchase was submitted to the Office of the Governor.
The items to be purchased are:
(2) Med-Eng EOD 10 Bomb suits complete with Communications ($41,500 each) - Total $83,000
(1) Nexray Nano X-Ray Kit with Golden XR150 Generator - $46,000
(2) TE Tactical Bomb Technician Tool Kits - $10,000
(2) TE 2nd Line Tool Kits - $17,000
On January 22, 2019, Council approved League City Police Department to apply for the Houston Urban Area Security Initiative (UASI) grant for the purchase of (2) Bomb Suits with complete communications, (1) Nexray Nano X-Ray kit w/Golden ZR150 Generator and (1) Smartray SRV Extreme 14x17 System w/Golden XRS3 Generator. The purpose for this second grant application is a contingency plan should League City Police Department not be fully funded through the UASI grant. If we are fully funded through UASI then we will drop the Bomb Suits and X-Ray Devices from the State Homeland Security Grant and we will pursue funds for the tools in the state grant. If we are partially funded in each grant then we will pursue whichever combination supplies the Department with (2) Bomb Suits, (2) X-ray Devices and then additional the tools (in this order).
