Title
Consider and take action on a resolution authorizing an interlocal agreement with Texas Department of Transportation for the Hike & Bike trails along FM518 from Ross Elementary to Palomino Road (Director of Parks & Cultural Services)

Background:
Approval of the interlocal agreement will allow the city to proceed with Texas Department of Transportation (“TxDOT”) on the development of the Hike and Bike trails along FM518 from Ross Elementary to Palomino Road.

The Hike and Bike trail will systematically connect to our existing trail system as laid out in the 2010 Master Trails plan and the recent 2017 Parks, Trails, and Open Space Master Plan. The proposed 8-foot concrete hike and bike trail will run on the north side of FM518 from Ross Elementary School to Magnolia Estates Drive and on the south side of FM518 from Ross Elementary School to Palomino Road. The distance on each side is approximately one mile for a total trail of two miles, at an estimated total cost of $2,918,816.56. Construction will provide safer access to and from schools for children from the surrounding neighborhoods. This opportunity will leverage $583,763.31 of League City funds into $2,918,816.56 through a 20/80 match program to be managed by TxDOT.

City Council had authorized staff to apply for a grant for the trail in December 16, 2014. TxDOT has recently notified the City that state funding is available to proceed with the project. The City’s match will come from the City of League City Section 4B Industrial Development Corporation fund. The 4B Board approved support at the December 1, 2014 meeting and felt this was an excellent opportunity to leverage its funds and to reprioritize it projects when matching funds are available. This project will enhance the connectivity of League City.

The trails will be located in TxDOT right-of-way and will be maintained by TxDOT upon completion.
