Consider and take action on a resolution authorizing a construction contract with C3 Constructors, LLC for the Southwest Water Reclamation Facility (SWWRF) Blower Replacement Project (WW1802), in the amount of $210,000, and authorizing an additional $21,000 for a Construction Work Change Directive budget (Director of Budget & Project Management)


Background:
If approved, this resolution will authorize the award of the construction contract to C3 Constructors, LLC for the SWRRF Blower Replacement Project (Bid No. 19-CIP-015), in the amount of $210,000, and authorizing an additional $21,000 for a Construction Work Change Directive budget.

The project includes the replacement of three aeration blowers and associated electrical work, including incidentals, required for the project. In December 2015, the three Siemens SC-50 Turbo Blowers that were selected to serve the SWWRF began progressively failing. All three machines experienced similar failures by summer of 2017 (Blower #2 Nov. 2015 @ 9,627 hours of operation; Blower #3 Sept. 2016 @ 11,625 hours of operation; and Blower #1 May 2017 @ 11,812 hours of operation; respectively). General cause of failure was found to be air bearing failure from ingesting particulate matter from the effects of corrosion and/or metallurgy issues with the rotating assembly.

To alleviate the sole-source manufacturer long lead time for delivery, the three replacement aeration blowers were pre-purchased by the City from Howden-Roots LLC, in May 2018. The blowers are on schedule for an in-service availability on May 3, 2019. Approval of the construction contract award will allow C3 Constructors, LLC to proceed with construction activities and prep for the blower's installation prior to the scheduled delivery date.

Sealed bids for the project were received March 5, 2019 (Bid No.19-CIP-015). C3 Constructors, LLC submitted the lowest bid in the amount of $210,000. Attached is the resolution document, recommendation of ...
