Title
Consider and take action on a resolution authorizing a second amendment to the professional services agreement with Ardurra Group, LLC to increase the total compensation by $200,000 for a total amount not to exceed $718,500 and to extend the agreement term to allow for the completion of various disaster recovery services (Emergency Management Coordinator)

Background
Approval of this proposed resolution will authorize a $200,000 increase in the total compensation and extend to the term of the agreement to November 1, 2021.

On January 24, 2018, the City and Ardurra Group, LLC (Ardurra) entered into an agreement whereby Ardurra agreed to provide disaster recovery services in an effort to maximize the recovery of funds and repairs as a direct result of Hurricane Harvey for a total amount not to exceed $300,000 (Resolution 2018-013).

On June 26, 2018, the City and Ardurra amended the agreement to increase the total compensation by $218,500 to allow for grant applications services related to the Texas Hazard Mitigation Grant Program (Resolution 2018-084).

The current estimate of total damage as a result of Hurricane Harvey is $8.5M. In order to recoup the remaining $4M, staff is estimating that another 1,000 to 1,350 man hours will be needed, or $200,000 in additional contract costs.

FEMA allows 5% of total eligible damage costs to be used as a direct administrative cost allowance. Using 5% of our current $8.5M damage estimate, the City could be eligible for up to $425,000 in administrative cost reimbursement. Should all administrative costs be reimbursed the City would expected to pay $75,000 for Ardurra's services.
