Title
Consider and take action on a resolution to authorizing a four-year agreement with Ardurra Group for grant administration services related to the Hurricane Harvey CDBG-DR Program in an amount not to exceed $550,308 (Director of Engineering)

Background:
The Texas General Land Office (GLO) allocated approximately $240 million of recovery funds to the Harris-Galveston Area Council (H-GAC) region outside the City of Houston and Harris County to address the impacts of Hurricane Harvey through an extension of the Community Development Block Grant Program (CDBG-DR). These funds were split between a local buyout/acquisition program ($111 million) and a local infrastructure program ($130 million).

As required by the GLO, H-GAC developed a method of distribution for the funding of these programs, of which League City was allocated $6,987,717 for local buyout/acquisition activities and $6,807,796 for local infrastructure activities.

Of the $13,795,513 allocated to League City, at least 70% ($9,656,859) of the funds must benefit low-to-moderate income areas within the City. These allocated funds generally follow the guidelines of the CDBG program with additional criteria that limit eligible activities to items that received damage during Hurricane Harvey, as well as facilities that “failed to function” in their normal capacity.

Given the time requirements and limited timeframe associated with this program, RFP #19-ENG-007 was posted on March 4, 2019. This RFP was a solicitation to seek a qualified firm to provide pre- and post-funding grant administration services for the CDBG-DR program. The City received 2 proposals related to RFP #19-ENG-007.

After reviewing the proposals, Ardurra was selected based on experience working within the City, more familiarity/experience with the types of projects the City would be working on, and proposed costs associated with administering these outlined processes.
