Consider and take action on a resolution authorizing an agreement with Carter Excavating & Clearing LLC for the Land Clearing at 3 locations (Bid No. 19-CIP-018), in the amount of $235,727 (Director of Budget & Project Management)

 

Background:

If approved, this resolution will authorize the award of the land clearing contract to Carter Excavating & Clearing LLC for the Land Clearing at 3 locations (Bid No. 19-CIP-018), in the amount of $235,727.

 

League City proposes to the do the following Plan of Action for the clearing of designated areas in three sites. Site one and two are part of the 36-Inch Water line from SH3 to South Shore Harbor Booster. Site three is the Clear Creek ISD abandonment and release of rights of way clearing that was agreed to in December 2014.

 

The first site is approximately 11-acre tract, to achieve prairie restoration at Dr. Ned & Fay Dudney Nature Park, per instruction from Texas Parks and Wildlife Department. This site the contractor will mulch in place the trees and invasive species by means of a forestry head. City will protect any tree deemed desirable to keep within the 11 acres based on its type and size and within any access corridor to the 11-acre site. Texas Parks and Wildlife representative will mark wetland areas to avoid.

 

The second site is approximately 0.5 acres of clearing and will be site for a 200’x100’ waterline Bore Pit area by Davis Road. The site will be cleared using standard cutting, clearing and hauling.  City arborist has tagged 11 trees to be relocated to Dr Ned and Fay Dudney Nature Center. City will coordinate with the clearing contractor to mark the designated trees to be relocated.  The City also will work with the contractor to leave in place certain trees that may not be in the way of boring.

 

The third site is approximately 10.5 acres of clearing and will be clear cut. The site will be cleared using standard cutting, clearing and hauling procedures. This site is part of the Clear Creek ISD abandonment and release of rights of way that was agreed to in December 2014. Through this same site will be a City 36” waterline, 16” waterline and a 10’ Hike and Bike trail.

 

Sealed bids for the project were received March 26, 2019 (Bid No.19-CIP-018).  Carter Excavating & Clearing LLC submitted the lowest bid in the amount of $235,727.  Attached is the resolution document, recommendation of award letter, bid tabulation, standard form of agreement, and project aerial location maps.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1)                     Land Clearing contract with Carter Excavating & Clearing LLC in the amount of $235,727.

2)                     Construction Work Change Directive budget in the amount of $23,572.00 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

 

This project is anticipated to take 90 calendar days from the notice to proceed.
