Consider and take action on a resolution authorizing a one-year agreement with Republic Services, Inc. for grit screening/sludge transportation and disposal services in an amount not to exceed $439,940 (Director of Public Works)

Background:
Approval of this resolution will award the Invitation to Bid (ITB) #19-PW-019 to Republic Services, Inc. for grit screening/sludge transportation and disposal for all wastewater treatment plants. De-watering biosolids in wastewater treatment is vital in maintaining the correct balance of biomass in the secondary treatment process.

Presently, the City’s two activated sludge wastewater plants produce an annual yield of approximately 1892 dry tons/648 loads of de-watered sludge cake at 17 to 24 percent (%) solids content. The de-watered sludge cake is then transported from the Southwest Water Reclamation Facility (SWWRF) located at 1551 S. Maple Leaf Drive and the Dallas Salmon Wastewater Treatment Plant (DSWWTP) located at 703 N. Wisconsin Avenue, to a Texas Commission on Environmental Quality (TECQ) permitted solid waste landfill. Incidental liquid sludge loads are transferred between DSWWTP and SWWRF approximately 6 miles one way. Quantities are estimates based on historical sludge production and are not guaranteed for the term of contract.

Grit screenings from the above-mentioned treatment facilities are also disposed of at the TCEQ permitted landfill. These facilities currently produce approximately 22 loads or 7,260 cubic yards annually.

The City’s existing contract with Republic Services, Inc. #16-026 (ITB) File# 18-0256 is due to expire on May 31, 2019. Republic Services has hauled League City’s sludge since 2013 (original File# 13-0889).

The City released ITB #19-PW-019 on March 25, 2019. Two (2) sealed bids were received on April 16, 2019, Waste Management of TX was a no-bid leaving Republic Services, Inc. as the only bid to evaluate. The City’s Wastewater Department recommends Republic Services, Inc....
