Consider and take action on a request by West Bay Common School Children’s Museum, to grant a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled "Parades and Processions Generally" for partial lane closures and to waive City costs associated with traffic control for the “Teddy Bear Parade” to be held July 4, 2019 (Chief of Police)

Background:
If approved, this item will allow the West Bay Common School Children’s Museum to use City rights-of-way for the purpose of conducting an event. The City will provide equipment to support traffic flow as detailed below. This will be done in accordance with the traffic plan approved by League City Police Department. The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs. All barricades will be manned by uniformed officers and police volunteers to allow for ingress and egress for single access point roadways.

An application for a permit was received by League City Police Department, requesting the use of City roadways within the City of League City for the purpose of conducting a parade entitled “Teddy Bear Parade”. This event will take place on July 4, 2019. The event is expected to involve approximately 20 participants. The applicant requests the closure of the 200 block of N. Kansas Ave. and the 200-300 block of Second St. To ensure League City residents and the traffic in the area will be least affected by this event, the applicant will be required to hire two off-duty officers to provide traffic and crowd control.
