Consider and take action on a resolution authorizing a professional services agreement with Lockwood, Andrews & Newnam, Inc. for design work related to the Oaks of Clear Creek Overland Flow and Acquisition Project (DR1902) in an amount not to exceed $249,976 (Director of Engineering)

 

Background:

Approval of this resolution will authorize the City Manager to enter into an agreement with LAN to design drainage improvements along Deer Ridge Drive in the Oaks of Clear Creek Subdivision for an amount not to exceed $249,976.

 

In the aftermath of the Hurricane Harvey flooding, City Staff began working with Lockwood, Andrews & Newnam, Inc. (LAN) to conduct a Hydrologic & Hydraulic (H&H) Study of areas within the Benson Bayou Watershed and the Oaks of Clear Creek Subdivision. A contract was executed with LAN in late November 2017. On March 28, 2018, city staff and LAN held a public meeting to go over the preliminary findings of the study and to discuss potential improvements to help reduce flooding within this area. In August 2018, the final report was presented to City Council during a Council Work Session. One of the areas of concern discussed during the public meeting and again when presenting to Council was the drainage along Deer Ridge Drive where structural inundation can occur during 1% exceedance rainfall events.

 

Based on the H&H Study, City Staff created a potential drainage improvement project. This project was included as part of a list of potential drainage projects outlined on the City’s recently passed May 2019 General Obligation Bond Referendum.

 

For this contract, LAN will provide engineering services for drainage improvements specifically along Deer Ridge Drive within the Oaks of Clear Creek Subdivision. As noted in the previously prepared H&H Study, portions of the drainage system along Deer Ridge Drive were deemed inadequate. LAN would provide engineering services for 3 improvement options which are broken down as follows:

 

1.                     Single buyout of a residential property and overland/subsurface connections to Bradshaw Ditch with associated roadway and storm sewer improvements along Deer Ridge Drive.

2.                     Single or Multiple overland exceedance flumes and overland/subsurface connections to Bradshaw Ditch with associated roadway and storm sewer improvements along Deer Ridge Drive.

3.                     Option #1 or #2 AND modifications to Bradshaw Ditch between SH 3 and the existing box culverts (adjacent to CCISD school site).

 

It is anticipated that the City will move forward with Improvement Option #3. The construction cost for this project is estimated at $1,400,000. The project is estimated to take approximately 2.5 years to complete (Design, Permitting, Land Acquisition, and Construction). In addition to the design and construction costs, it is anticipated that the City will need to acquire easements and Land to successfully implement certain elements of the project.

FUNDING

{X} Funds in the amount of $249,976 are available from Miscellaneous Capital Projects Fund 5015 with expenses charged to DR1902-PLANDESIGN-DESIGN-TS CASH.  The design cost will be funded by the GO Bond sale and Misc Capital Projects Fund 5015 will be reimbursed once bond proceeds are received.                                          

 

{X} Based on available cash flow, a Budget Amendment may be required to transfer from General Fund - Fund Balance to Misc Capital Projects Fund 5015.  If needed, the transfer will be included on a future budget amendment for Council approval.
