Title
Consider and take action on a resolution authorizing a professional services agreement with CDM Smith Inc. for professional engineering services associated with the 16-Inch Waterline from South Shore Harbor Booster Pump Station to FM 2094 project (WT1909), in the amount of $152,000 (Director of Budget & Project Management)

Background:
If approved, this resolution will authorize the award of a professional services agreement to CDM Smith Inc. for professional engineering services associated with the 16-Inch Waterline from South Shore Harbor Booster Pump Station to FM 2094 project (WT1909), in the amount of $152,000.

The professional services provided by CDM Smith Inc. will include data collection, engineering design, permitting, bidding assistance, and engineering services during construction of the 16-Inch polyvinyl chloride (PVC) water line from South Shore Harbor Booster Pump Station to FM 2094. The new water line will be approximately 3,800 linear feet and will be installed in a dedicated easement. The 16-Inch Waterline is needed to increase system capacity, provide additional flow, improve hydraulic efficiencies, provide additional redundancy, and improve pressure capabilities to the South Shore Harbor service area.

Staff requests the approval of the award of the contract and the authorization of funds, as follows:
1) Professional services agreement with CDM Smith in the amount of $152,000.

The design and permitting phase is anticipated to take 150 calendar days to complete from the notice to proceed. Following bidding and award, the construction phase is anticipated to take an additional 150 calendar days to complete.

The project was added to the FY2019 Capital Budget as part of the 1st Quarter budget amendment on March 26, 2019 due to staff's desire to time this project with the TxDOT FM518 Hike & Bike Trail construction which is located along the same route.
