Consider and take action on a resolution authorizing the Police Department to submit a grant application to the Wink to Webster Pipeline LLC and the naming of grant managers (Chief of Police)

Background:
If approved, the Police Department would move forward in the submission process for the grant. Wink to Webster LLC is offering up to a $10,000 grant to first responder organization within 30 miles of their projected pipeline route. Our EOD technicians will be the closest bomb squad to the termination point of the pipeline in Webster.

The funds would be used to purchase two (2) tactical disruptor kits and two (2) custom-built rigging kits for use by the department’s bomb technicians. The tactical disruptor kits are small back-packable general disruption tools. These disruptors are much smaller than traditional disrupters and are meant for rapid deployment or for use in confined spaces. General disruption of suspicious packages is the targeted use of water jets or specialty rounds to destroy key components in potential explosive devices to render them safe. Disruptors are essential tools for EOD operations. The rigging kits are a collection of tools and anchors that allow bomb technicians the ability to “rig” suspicious packages. Rigging allows technicians to move suspicious packages to a safe distance through pulleys, anchors and pull lines. Rigging kits are an essential asset to the bomb technician.

The Police Department has two (2) officers assigned to the Texas City Regional Bomb Squad and those officers need this equipment to be operationally safe, as well as, effective.

The items to be purchased are:

(2) tactical disruptor kits, used to render safe suspicious packages or items, $8000
(2) rigging kits, used to move potentially dangerous packages from a safe distance, $2000
