Consider and take action on a resolution adopting the 2019 Updated Water Conservation Plan for the City of League City to include a mandated five (5) year update (Director of Public Works)

 

Background:

Approval of this resolution provides compliance of the following mandate: The City’s Water Conservation Plan must be updated every five years, as required by the Texas Commission on Environmental Quality (TCEQ).   Rules   for   governing   development   of water conservation plans for public water suppliers are contained in Title 30, Part 1, Chapter 288, Subchapter A, and Rule 288.2 of the Texas Administrative Code. This proposed update represents water conservation activities from 2014 through 2018. This information is included in the attached plan and provides further definition of the plan’s content.

 

Key points of this plan are as follows:

Objectives of this Water Conservation Plan

                     To reduce water consumption from the levels that would prevail without conservation efforts

                     To reduce the loss and waste of water

                     To improve efficiency in the use of water

                     To encourage efficient outdoor water use

                     To document the level of recycling and reuse in the water supply

                     To extend the life of current water supplies by reducing the rate of growth in demand

Under the 2014 through 2018 plan the following objectives were achieved or are ongoing

                     Sensus Iperl and Omni water meters. These meters continue to increase reliability and strengthen water accountability efforts, since their initial installation. New meters incorporate leak detection and notification capabilities

                     Five-year average Per Capita Municipal Use was reduced from 122 gpcd to 115 gpcd, meeting the projected 2014 reduction goal

                     Continued efforts to expand outreach efforts, that includes a water conservation mascot, Captain H2O, who accompanies the conservation team to   local   schools, daycares, public events, and utility-oriented training even

                     The Dallas Salmon WWTP continues to provide Type 1 Reuse effluent for irrigation and produces 80 million to 200 million gallons annually

                     Implemented successful Rain Barrel and Rebate Program selling 1,171 rain barrel kits and providing $11,125 in rebates during this time period

                     Implemented increasing block water rates to encourage efficient large volume irrigation strategies

 

       Potential Future Conservation Programs

                     Landscape Water Conservation Measures - Consideration of mandatory twice per week year-round or seasonal watering

                     Residential Toilet Replacement Program - Consideration of implementing ultra low flow toilet (ULFT) replacement rebate program, primarily targeting homes built prior to 1995

                     Showerhead, Aerator, and Toilet Flapper Retrofit Program - Replacing old showerheads, kitchen and bathroom faucet aerators, and toilet flappers with newer more efficient models can achieve meaningful water savings

                     Landscape Ordinances - Consideration to review and recommend changes to current ordinances that enhance water use efficacies

                     Landscape and Irrigation System Incentives - Consideration of implementing landscape replacement programs and various irrigation system incentives

                     Advanced Community Engagement - Consideration to engage the development and HOA community and free seminars

                     Irrigation Design Criteria - Develop or revise design criteria to align with best management practices implemented in future irrigation incentive program

                     Advanced Leak Detection and Repair - Consideration to contract advance leak detection technologies for a city-wide water loss evaluation

The State granted an extension of the submittal deadline until October 1, 2019.  We have communicated to TCEQ that the plan is a draft until formally approved by City Council.
