Consider and take action on a resolution of support for two grant applications to the Safe Routes to Schools grant program administered by the Texas Department of Transportation (TxDOT) that will provide safer walking and bicycling routes for children from kindergarten to eighth grade for two CCISD Elementary School sites through needed linkages to the City of League City Trail System (Director of Parks and Cultural Services)

Background:

This resolution is part of the second step in the grant application process for the TxDOT Safe Routes to Schools (SRTS) grant program. The City was invited to move to the detailed application phase in early July after submitting a Preliminary Application prior to April 12, 2019. Approval of the resolution would provide written support from City Council for the two (2) SRTS grant applications. The other parts of the detailed application include extensive project descriptions to TxDOT and will include detailed conceptual designs and cost estimates for the projects. The detailed application is due by August 15, 2019.

Much of the information for the grant applications will be provided by Kimley-Horn and Associates under a recently executed contract for $19,000, which includes the Preliminary Grant application and all the plans and estimates for the detailed application.

TxDOT provides grants for Safe Routes to Schools with no required match from the local sponsor (the City). Grant awards will be announced on December 19, 2019.

Routes that are being considered and have been agreed to by CCISD staff are:
1. From Texas Avenue to Goforth Elementary School along Webster Street. The project may include piping some ditches to provide adequate width for the sidewalk. Alternatively, easements may be acquired or right-of-way may be purchased along the route.
2. From the planned Claremont Connector Trail north of Gilmore Elementary School to the school, either via all surface trails or via a pedestrian bridge over the detention pond...
