Consider and take action on a resolution authorizing staff to reject all received bids for Invitation to Bid (ITB) 19-Streets-020 and (ITB) 19-Streets-020(R) for Streets, Sidewalks, and Concrete Pavement Repair (Director of Public Works)
Background:
Approval of this resolution will reject three bids received for ITB 19-Streets-020 from Brooks Concrete, Inc., Teamwork Construction Services, Inc., and Tandem Services, LLC on April 30, 2019 and ITB 19-Streets-020(R) from Teamwork Construction Services, Inc., on August 6, 2019 for streets, sidewalks and concrete pavement repair.
On April 30, 2019 three bids were received for ITB 19-Streets-020 that lead to the following concerns of awarding bid:
• Included bid tabulation prices that were not reflective of the actual scope and volume of work
• Unclear clarifications from low bidder on resources and the ability to execute expected volume of work
• Unclear mobilization cost that could potentially lead to excessive or uncontrolled expenditures on mobilization
After a thorough review by the bid selection committee, staff decided to revise the scope of work to ensure quality bid submissions reflective of the expected scope and quantity of work.
In order to prevent a disruption in services, staff issued subsequent ITB 19-Streets-020(R) Streets, Sidewalks, and Concrete Pavement Repair on July 15, 2019 and one bid was received from Teamwork Construction Services, Inc., on August 6, 2019. Due to receipt of only one bid submission, staff recommends rejecting in an effort to ensure a proper competitive bid environment. Staff will evaluate current construction market and rebid in the near future.
