Consider and take action on a resolution: 1) authorizing a construction contract with D&W Contractors, Inc for the Ervin-Hobbs Connectors (TR1501), in an amount not to exceed $4,521,966.05, and authorizing an additional $452,000 for a construction work change directive budget and 2) authorizing a construction materials testing services contract with Terracon in an amount not to exceed $93,210 for a total construction budget of $5,067,176.05 (Director of Budget & Project Management)
Background:
Approval of this resolution will authorize the award of the construction contract to D&W Contractors, Inc for the construction of the Ervin-Hobbs Connector Project and authorize funds for a construction work change directive budget and construction materials testing budget.
This project involves the installation of a 4-lane divided, concrete curb and gutter, roadway approximately 3,000 ft long between Calder Road and Hobbs Road. The project will also:
1. Install 10-foot hike and bike trails along the north and south sides of the roadway
2. Install a 12-inch waterline connecting Calder Road to the Hobbs Road intersection
3. Install a linear drainage channel to provide a path for drainage from the immediate area to Magnolia Bayou through the future 100-acre park
4. Provide access to the future 100-acre park
Ten (10) sealed bids for the project were received August 13, 2019 (Bid No. 19-CIP017). D&W Contractors, Inc. submitted the lowest bid, based on the A+B bidding system, in the amount of $4,521,966.05 and for a construction time of 300 calendar days. Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation.
