Consider and take action on Ordinance 2019-25 amending Chapter 2, Article II, Division 2 of the Code of Ordinances of the City of League City, Texas entitled "Code of Ethics" to implement various changes to the ethics complaint review process (City Attorney)
Council approved first reading, 7-0-0 with 1 absent, on August 27, 2019.
Background:
The Ethics Review Board has been working with the City Attorney's Office on updating the City's ethics complaint review process since March of 2019. At their last meeting on July 8, 2019, the Ethics Review Board recommended various revisions to the City’s ethic complaint review process. The City Attorney has prepared a draft ordinance incorporating the Board’s recommendations.
If approved by the City Council, these amendments will:
- reconcile appointment procedures with the City Charter in that the Mayor shall make all appointments
- eliminate the need for ethics panel appointments within the Ethics Review Board
- clarify ambiguous language
- delete the sections regarding "frivolous complaints"
- clarify the procedures for the appointment of the Ethics Compliance Officer
