Consider and take action on a resolution ratifying a change order with Raba Kistner for the Asphalt Street Rehabilitation Package 3 Project (RE1704B), in an amount not to exceed $23,922.71 (Director of Budget & Project Management)

Background:
Approval of this resolution will ratify a change order in the amount of $23,922.71 to Raba Kistner for the materials testing of the Asphalt Street Rehabilitation Package 3 Project.

Raba Kistner has a contract in the amount of $46,376 for materials testing of asphaltic roads and is requesting $23,922.71 for additional construction observation and materials testing. The change order puts the total of the contract ($70,298.71) over the $50,000 threshold and requires Council approval.

This contract with Raba Kistner is for material testing work performed on Asphalt Street Rehabilitation Package 3 Project (RE1704B). Council may recall from the August 13, 2019 meeting, the construction award of Asphalt Street Rehabilitation Package 4 where a different strategy for rehabilitation was detailed stated, “Reviewing the completed product for Asphalt Packages 1, 2, and 3 led staff to propose a more robust rehabilitation of asphalt roads. The previous asphalt projects have been requiring additional repairs due to unforeseen sub-base failures after the contractor’s warranty period. The standard method of repair has been for the contractor and City Staff to note base failures after the milling and proofrolling with a 20-ton roller operations. The areas noted are repaired with full-depth spot repairs. These additional post-construction repairs not only impact Staff’s time and efforts but also shorten pavement life. For the Package 4 project, City Staff has inspected the proposed streets for repair and identified which streets need full depth reclamation and which streets just need mill and overlay.
