Background:
Approval of this resolution will authorize an Interlocal Agreement with the Galveston County Health District (GCHD) for certain water pollution control and abatement services.

The City of League City and the Galveston County Health District (GCHD) participates in a contract wherein water pollution control and abatement services are provided to the City by GCHD. As part of this contract GCHD investigates, documents, and assists in resolving water quality (stream, not potable) related complaints within the jurisdictional limits of League City. GCHD conducts one annual comprehensive and three scheduled inspections of the City’s Dallas Salmon Wastewater Treatment Plant (DSWWTP) and Southwest Water Reclamation Facility (SWWRF). These inspections are consistent with current Texas Commission of Environmental Quality (TCEQ) inspection protocol for wastewater treatment facilities and are helpful in maintaining discharge permit requirements. The contract also provides as-needed investigations of non-point source water pollution incidents and surface water sampling (collect and lab testing) of local waterways in the support of the City’s MS4 stormwater permit. Other participating entities include, Jamaica Beach, La Marque, Hitchcock, Santa Fe, Friendswood, Texas City, Dickinson, WCID #1, and WCID #8.

The annual cost of the program is $33,266.00. The contract is funded equally between the Wastewater Department and the Streets and Stormwater Department. The contract will run from October 1, 2019 through September 30, 2020. Adequate funding has been allocated and noted below.
