Consider and take action on a resolution authorizing a three-year agreement with Envirodyne Laboratories, Inc. for the City’s water and wastewater laboratory services in an amount not to exceed $239,595 (Director of Public Works)
...Background:
Approval of this resolution will authorize an agreement with Envirodyne Laboratories, Inc. for the City’s water and wastewater laboratory services for a period of three (3) years from October 1, 2019 through September 30, 2022, in an amount not to exceed $239,595 with the option to renew for two (2) additional one-year periods.
On August 9, 2019 League City released ITB 19-PW-022 for analytical services to meet U.S. Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ) requirements for sampling and testing of the City’s Water and Wastewater Monitoring Programs. Three (3) sealed bids were received on August 27, 2019 from Eastex Environmental, Envirodyne Laboratories, Inc., and ALS Environmental. This service provides laboratory testing of the City’s wastewater treatment and water production facilities, mandated by the TCEQ. Samples are collected at various frequencies and locations throughout the City to ensure regulatory compliant drinking water and wastewater discharge quality.
Bid tabulation based on the initial annual cost is as follows:
Envirodyne Laboratories, Inc. - $79,865
Eastex Environmental - $106,972.50
ALS Environmental - $129,079
The staff’s recommendation is to award Envirodyne Laboratories, Inc for being the lowest responsive/qualified bidder based on pricing of estimated quantities of testing. Envirodyne Laboratories, Inc has an exemplary history with the City of performance and fair market pricing.
