Consider and take action on a resolution authorizing a construction contract with Aranda Industries, for the Westwood Subdivision Section 2 Drainage Improvements (RE1803J), in an amount not to exceed $55,281 and authorizing a construction work change directive budget of $5,281 for a total of $60,562 (Director of Budget & Project Management)



Background:

Approval of this resolution will authorize the award of the construction contract to Aranda Industries for the construction of the Westwood Subdivision Section 2 Drainage Improvements and authorize funds for a construction work change directive budget.

This project was brought forward from homeowners in the Westwood Subdivision Section 2 which experience excessive ponding in the street and yards during rain events. This project is part of the Annual Stormwater Improvements project in the FY2020-2024 CIP. The project was designed in-house and involves the installation of a 24-inch reinforced concrete pipe storm drain from the existing inlet on West Way Dr (entrance off Maple Leaf and parallel to Maple south to the existing detention pond). This allows an alternative path for drainage during 1% exceedance events and the construction of this overflow drain will have minimal impact on the residents living the area.

This project consists of:
1. Installing 24-inch reinforced concrete pipe (RCP)
2. Drainage end sections
3. Landscape repairs due to work
4. Install reinforced filter fence during construction
5. Install three (3) storm manholes in accordance to the COLC standards

The alignment will be in a current reserve area for Westwood Section 2 that is designated for landscaping; therefore, a drainage easement will be needed.

Two (2) sealed bids for the project were received September 10, 2019 (Bid No. 19-CIP-034). Aranda Industries submitted the lowest bid, based on the A+B bidding system, in the amount of $55,281 and for a construction time of 120 calendar days. As noted in the City's contract, li...
