Consider and take action on a resolution: 1) authorizing a construction contract with Mar-Con Services, LLC for the Butler/Turner Reconstruction Project (ST1501), in the amount of $3,600,758.10, and authorizing an additional $360,000 for a construction work change directive budget and 2) authorizing a construction materials testing services contract with Terracon Consultants, Inc. in an amount not to exceed $76,770 for a total construction budget of $4,037,528.10 (Director of Budget & Project Management)

 

 

Background:

Approval of this resolution will authorize the award of the construction contract to Mar-Con Services, LLC. for the construction of the Butler/Turner Reconstruction Project (ST1501) and authorize funds for a Construction Work Change Directive budget and award of the material testing contract to Terracon Consultants, Inc.

 

This project is to design and construct improvements to Turner Road from Calder to Butler, the intersection at Turner and Butler, and to Butler Road from Turner to League City Parkway. These improvements include the widening of Turner to three lanes to match the lane configuration of Calder, the installation of a roundabout at the intersection of Turner and Butler to improve intersection efficiency, and to widen Butler to provide for an improved lane configuration to assist traffic movement at the intersection of Butler and League City Parkway.

 

Sealed bids for the project were received September 24 (Bid No. 19-CIP-026).  Mar-Con Services, LLC. submitted the lowest bid in the amount of $3,600,758.10 and a contract duration of 270 calendar days. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1)                     Construction contract with Mar-Con Services, LLC. in the amount of $3,600,758.10.

2)                     Construction Work Change Directive budget in the amount of $360,000 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

3)                     Construction Material Testing Services with Terracon Consultants, Inc in the amount of $76,770. The concrete and soil materials used in this project require testing in accordance with the contract documents, whereas the City is responsible to employ and pay for services of an independent testing laboratory.

 

This project is anticipated to take 270 calendar days from the notice to proceed.

CONTRACT ORIGINATION: Construction Contract with Mar-Con Services, LLC. and professional services agreement with Terracon Consultants, Inc. has been reviewed and approved by City Attorney's office

 

FUNDING

{X} Funding in the amount of $4,037,528.10 is available from Reinvestment Cash Fund 5017 ($3,555,737.10) with expenses charged to RE1702D-CONSTRUCT-CONSTRUCT-RECASH and from 2015 CO Water/WW Fund 1335 ($481,791) with expenses charged to RE1702D-CONSTRUCT-CONSTRUCT-2015COW/WW
