Consider and take action on a resolution authorizing a one-year Professional Services Agreement with Pavement Management Group (PMG) for Turn-Key Pavement Management Program in an amount not to exceed $62,770 (Director of Public Works)

 

Background:

Approval of this resolution will authorize a one-year agreement with PMG for Turn-Key Pavement Management Program in an amount not to exceed $62,770, which includes an additional $10,000 for unforeseen issues. PMG will provide a comprehensive pavement management program for the City’s concrete street network over 15 years of age (dated pre 2004) and all asphalt roadways. This consist of 144.4 (centerline miles) of concrete roadways and 60.2 (centerline miles) of asphalt roadways, respectively. The general scope of services for this agreement includes an executive summary; condition status of the street network; published GIS map showing current street conditions by PMG assigned condition categories; a variety of charts/graphs and GIS views; and a separate Excel-based inventory and PCI report that lists all inventory items, current PCI condition, and recommended maintenance action for each street pavement section.

 

Follow-up evaluations are recommended every three years after the initial evaluation is completed. The follow-up evaluations are considerably lower in cost than the initial activity and provide an updated resolution of road degradation so future maintenance planning remains at its’ highest efficiency. 

 

Scope of service values are as follows:

 

                     Pavement Management System and Set Up - $1,850

                     Network Inventory - $7,980

                     1080 Full HD Video of Network Inventory - $11,960

                     ASTM Standard (D6422) Condition (PCI) Assessment - $18,200

                     GIS Assignment, Google Earth and Streaming Video - $7,380

                     Final Project Report and On-Site Presentation - $5,400

                     Data Management, Consulting & Support - Free

                     Unforeseen Issues - $10,000

 

The City’s ongoing Asphalt & Concrete reinvestment program has progressed well since its’ initial implementation. During early times projects were easily identified and prioritized, based on worst condition roadways and available funding. Moving forward, projects will need to be comprehensively evaluated and prioritized so as to provide the most cost efficient and effective long-term roadway maintenance and replacement program. The aforementioned condition assessment will provide a Pavement Condition Index (PCI) scoring system for applicable Citywide roadways, and provide detailed scores for individual roadway segments, which allow for accurate maintenance and/or replacement recommendations. PCI score is an industry standard for assessing roadways.

 

PMG is working with more than thirty (30) counties, cities, townships and villages nationwide. Performing more than 25,000 inspections annually on more than 2,500 centerline miles of roadways.

FUNDING
