Consider and take action on a resolution authorizing a construction contract with Lucas Construction Company, Inc. for the Downtown Revitalization Plan - League Park & Drainage Improvements Project (ED1503), in the amount of $3,735,745, and authorizing an additional $420,138 for a Construction Work Change Directive budget and Construction Material Testing Services budget for a total construction budget of $4,155,883 (Director of Budget & Project Management)

 

 

Background:

If approved, this resolution will authorize the award of the construction contract to Lucas Construction Company, Inc. for the Downtown Revitalization Plan - League Park & Drainage Improvements Project (ED1503), in the base bid amount of $3,730,245, plus an alternate for new brick and cast stone basin for the park’s existing fountain in the amount of $5,500, and authorizing an additional $373,575 for a Construction Work Change Directive budget and, and $46,563 for a Construction Material Testing Services budget. 

 

The work at League Park includes but not limited to the removal and salvage of existing site furniture, removal and replacement of concrete pavers, ADA ramps, removal of an existing turtle pond, installation of fencing, park grading with internal drainage, pedestrian and festoon lights, surface mounted flag lights, and electrical panel upgrades. The work also includes for removal of existing asphalt pavement and milling existing pavement on Railroad Avenue from 3rd Street to League Park.  The work also includes the construction of a new parking lot with flexible base, asphalt wearing surface, swales, and 24-inch reinforced concrete pipe (RCP) with SET’s.

 

The drainage improvements work includes tying into an existing storm sewer on Park Avenue and installation of storm sewer from 24-inch to 42-inch HDPE and RCP storm sewer along Railroad Avenue from E. Main Street to Coryell Street, and along Coryell Street from Railroad to Kansas Avenue where it ties into an existing 10-foot x 6-foot RCB. One half of the existing pavement will be milled and over-laid. The pavement above the storm sewer will be a full pavement replacement. The existing ditch along Railroad from Coryell to Fourth Street and Fourth Street from Railroad north will be regraded.  Additionally, the existing water lines will be replaced along Coryell Street from Michigan Street to south of Kansas Avenue.

 

Sealed bids for the project were received October 29, 2019 (Bid No.20-CIP-001).  The bids received were evaluated using the A+B bidding criteria, and Lucas Construction was found to offer the overall best value.  Attached is the resolution document, recommendation of award letter, bid tabulation, standard agreement, and project aerial location map.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1)                     Construction contract with Lucas Construction Company, Inc. in the amount of $3,735,745.

2)                     Construction Work Change Directive budget in the amount of $373,575 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

3)                     Construction Material Testing Services budget in the amount of $46,563. The concrete and soil materials used in this project require testing in accordance with the contract documents, whereas the City is responsible to employ and pay for services of an independent testing laboratory.

 

This project is anticipated to take 270 calendar days from the notice to proceed.

{X} Funding is available in the amount of $4,155,883 from HOT Fund 2410 ($905,316) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-HOT; Park Dedication Fund 5020 ($1,000,000) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-PARKDED; CDBG Fund 2110 ($303,042) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-CDBG; Reinvestment Cash Fund 5017 ($1,005,700) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-RE CASH;  Misc Capital Project Fund 5015 ($752,461) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-TS CASH; Misc Utility Capital Project Fund 1055 ($189,364) with expenses charged to ED1503-CONSTRUCT-CONSTRUCT 2-RS CASH.
