Consider and take action on a resolution authorizing an amendment to the agreement with Century Asphalt, LTD to increase the total compensation by $25,000 and extend the contract term through January 31, 2020 to allow for the purchase of additional asphalt materials in a total not to exceed amount of $75,000 (Director of Public Works)

Background:
Approval of this resolution will authorize a first amendment to the agreement with Century Asphalt, LTD to increase the total compensation by $25,000 and extend the contract term through January 31, 2020 to allow the purchase of additional asphalt materials in a total not to exceed amount of $75,000.

The current one-year contract agreement with Century Asphalt, LTD is for the period of December 18, 2018 through December 12, 2019 in the amount of $50,000. As of August 2019, $52,302.22 has been expended with four months remaining until the contract expires. The estimated expenditure for this product is $75,000 for the current contract period. Additional funds in the amount of $25,000 are necessary to continue asphalt roadway maintenance and rehabilitation efforts until the upcoming bid for asphalt materials is awarded. Recent historical expenditures for the City’s asphalt operations have been under $50,000 therefore, asphalt materials were quoted each contract term. FY2019 expenditures were exceeded due to the rehabilitation of Elmore St, Calder Rd, Grissom Rd, Glen Cove Blvd, and above average year of pothole repairs, requiring more materials than expected.

Asphalt operations will be expanded in FY2020 requiring asphalt materials to be formally bid. On November 11, 2019, the City issued an ITB (Invitation to Bid) #20-Streets-012 Hot Mix Asphalt for City-Wide Street Repairs. The bid opening is scheduled for Tuesday, December 3, 2019 and will be brought to City Council for consideration of approval in January 2020.
