Consider and take action on a resolution authorizing an Advance Funding Agreement with the Texas Department of Transportation for the construction of the North Extension of Landing Blvd Project (ST1914) in the amount of $18,131,190 (Director of Budget & Project Management)


Background:
H-GAC selected the North Extension of Landing Blvd Project to receive federal funding through the 2017-2020 Transportation Improvement Program. During the development of the preliminary design, the construction cost grew substantially and H-GAC approved additional federal funding, as well as delaying construction to FY2022. While final engineering design is proceeding, TxDOT is requesting that the City finalize an Advance Funding Agreement (AFA) confirming the City-State partnership and funding partners’ respective contributions. This resolution authorizes the City to enter into an interlocal agreement (the AFA) with the State of Texas (TxDOT) for construction and related costs.

Per the attached project budget (Attachment C to the AFA), the City is responsible for costs associated with project design, environmental mitigation and right-of-way acquisition. The originally approved construction cost was $20,149,840 at an 80/20 split between Federal ($16,119,872) and Local ($4,029,968) governments. The additional construction cost of $25,301,454 will be shared at 50/50 Federal ($12,650,727) and Local ($12,650,727) governments. The direct State costs for the originally approved amount will be shared at 80/20 between Federal ($1,752,160) and Local ($350,432) governments. The direct State costs for the additional construction cost will be shared at 50/50 between Federal ($1,100,063) and Local ($1,100,063) governments. The State’s indirect costs are borne solely by the State.
