Consider and take action on a resolution authorizing an amendment to the Professional Services Agreement with TBG Partners of Houston, authorizing the design of 1) an Obstacle Course as an addition to the Hometown Heroes Park 5K Loop Trail (PK1803) and 2) Add Alternate items to the Eastside Dog Park at Hometown Heroes Park (PK1906) in an amount not to exceed $45,000 (Director of Budget & Project Management)
Background:
Approval of this resolution will authorize an amendment to an existing agreement with landscape architecture firm, TBG Partners, for the planning and design of an Obstacle Course as part of the 5K Trail (PK1803) and additional improvements to the Eastside Dog Park at Hometown Heroes Park (PK1906).
The purpose of this project is to provide planning, programming and construction documents for (1.) a planned addition of an Obstacle Course/Fitness System in Hometown Heroes Park and (2.) several Add Alternates to the Eastside Dog Park, all projects recommended by the Parks Board and 4B Corporation Board. The complete list of amenities to be designed as part of this agreement are detailed in the attached 2nd Amendment with its attached TBG proposal document.
The original contract with TBG Partners for design of the Hometown Heroes Park 5K Loop Trail included compensation not to exceed $93,000 and was executed on June 19, 2018. Amendment no. 1 to that contract was executed on November 27, 2018 with an added amount of $22,500 for the design of the Eastside Dog Park. Amendment no. 2 for an additional $45,000 along with the previously approved amendment no. 1 for $22,500 totals 67,500 which is over $50,000 and requires Council approval.
Earlier this year TBG Partners provided construction estimates for the addition of the Obstacle Course and Eastside Dog Park Add Alternates, including the estimated design fee. The Eastside Dog Park Add Alternates are items that will be designed by TBG in order to receive bids on the actual costs for the amenities; the goal being to construct some or all amenities if the budget allows for the alternates. The Parks Board and 4B Board have both approved this project moving forward and on August 5, 2019, the 4B Board approved funding of $34,500 for the design of the Obstacle Course and $334,600 for construction of that 5K Loop Trail amenity.
On Monday, October 7, 2019, the 4B Board conducted a Public Hearing as required by law, for the purpose of hearing comments from the public. November 11, 2019 was 60 days following the first publication of the hearing notice and is the end of the time requirement for funding with 4B Corporation monies.
Staff requests the approval of the award of Amendment 2 to the Professional Services Agreement and the authorization of funds, as follows:
1. Amendment 2 to Professional Services Agreement with TBG Partners in the amount of $45,000 for design services as follows:
a. Obstacle Course - $37,500
b. Obstacle Course Reimbursable expenses - up to $2,486 (estimated expenses from $3,000 total)
c. Eastside Dog Park additional amenities $4,500
d. Eastside Dog Park Reimbursable expenses - up to $514 (estimated expenses from $3,000 total)
