Consider and take action on a resolution authorizing a two-year agreement with Century Asphalt, Ltd for hot mix asphalt for city-wide streets repairs in an amount not to exceed $300,000 (Director of Public Works)
Background:
Approval of this resolution will authorize the award of ITB (Invitation to Bid) #20-Streets-012 hot mix asphalt for city-wide streets repairs to Century Asphalt, Ltd from February 1, 2020 through January 31, 2022 in an amount not to exceed $300,000, with the option to renew for two (2) additional one-year periods.
On November 11, 2019 the City released ITB #20-Streets-012 for hot mix asphalt for city-wide streets repairs. Three bids were received on December 3, 2019. Century Asphalt, Ltd was the lowest qualified bidder in the amount of $53.00 based on price per ton. Bid tabulation is as follows:

Century Asphalt, Ltd is the City’s current hot mix asphalt vendor. On December 3, 2019 Council approved an amendment to extend the terms of our current agreement through January 31, 2020 and to increase the agreement amount from $50,000 to $75,000. FY2019 expenditures were exceeded due to the rehabilitation of Elmore St, Calder Rd, Grissom Rd, Glen Cove Blvd, and above average year of pothole repairs, requiring more materials than expected. In-house asphalt usage will increase during this contract term. In an effort to supplement larger capital reinvestment projects, City forces will perform lesser scale asphalt roadway rehabilitation projects such as; dead ends, short local roadways, roadways in remote locations, etc. Example roads include but are not limited to; Abilene St., Arizona St., Ave F, W. Olive, S. Arizona St., Bauer St., W. Nasa, 18th St., Linda St., and School St.
