Consider and take action on a request by Interfaith Caring Ministries to grant a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled “Parades and Processions Generally” for partial lane closures and to waive City costs associated with traffic control for the “Interfaith Caring Ministries Unleash Your Inner Superhero Fun Run” to be held on February 29, 2020 (Chief of Police).

 

Background:

If approved, this item will allow the Interfaith Caring Ministries event to use City rights-of-way for this event and the City will provide equipment to support traffic flow as detailed below.  This will be done in accordance with the traffic plan approved by the League City Police Department.  The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs.

 

The application for a permit was received by the League City Police Department requesting the use of City roadways within the City of League City for the purpose of conducting a fun run entitled “Interfaith Caring Ministries Unleash Your Inner Superhero Fun Run”.  ICM has sponsored the annual fun run since 2011, apart from 2016 and 2017.  The event is scheduled for February 29, 2020 from approximately 7:00 a.m. to 10:00 a.m. The event is estimated to draw approximately 125 participants. The applicant requests the closure of Park Ave., E. Walker, Texas Ave., Power St., Illinois Ave., S. Iowa Ave., Lewis, S. Kansas Ave., E. Wilkins St. for the purpose of conducting the fun run. Officers will be stationed to assist the runners and control traffic at each intersection. The fun run will be conducted from the 200 block of Park St., proceed south to E. Walker, east on E. Walker St. to Texas Ave., south on Texas Ave. to Power St., west on Power St. to Illinois Ave., north on Illinois Ave. to S. Iowa Ave., north on S. Iowa Ave. to E. Walker St., east on E. Walker St. to Illinois Ave., north on Illinois Ave. to Lewis, west on Lewis to S. Kansas Ave., south on S. Kansas Ave. to E. Wilkins St., west on E. Wilkins St. and back to Park Ave. To ensure League City residents and businesses will be least affected by this event, the fun run will require 9 police personnel for traffic and crowd control. Interfaith Caring Ministries will cover the cost of the police personnel needed for traffic and crowd control. Total cost to the City that is being requested to be waived is $421.32 which covers the cost of barricades and needed manpower to set up and break down the lane closures. The total includes $385.32 in direct hourly labor costs and $36.00 in estimated value of traffic control equipment provided. Refer to cost breakdown sheet for complete cost breakdown.
