Consider and take action on Ordinance 2020-05 authorizing an amendment to the purchasing policy of the City of League City to allow the city manager to purchase property for use as an easement and/or right-of-way for the City under certain circumstances (City Attorney)
Council approved first reading 8-0-0 on February 11, 2020.
Background:
This agenda item would grant the city manager authority to purchase property for use as an easement and/or right(s)-of-way for the City without first obtaining approval from the City Council.
It has been the practice for staff to take all potential property purchases to the City Council, no matter how small the purchase price. To increase efficiency and speed up project completion timelines while still complying with state law, city staff proposes that only those purchases exceeding 25% of the appraised value or exceeding $50,000 will be brought to the City Council.
