Consider and take action on a resolution adopting certain rules and temporarily suspending any League City regulations in conflict therewith during the COVID-19 Emergency (City Manager)
Background:
This resolution is proposed under the amendment to Section 34-39, which is earlier on this same council agenda. The resolution if approved would adopt the rules shown in Exhibit A. The first four rules were previously in effect under the council’s disaster continuation ordinance. The two additional rules are proposed to suspend the requirements adopted by the City Council in 2016 and 2017 that all City boards-even the ones that are only advisory and hence under state law are not required to follow TOMA-comply with TOMA and also provide for public comments at each meeting. Due to the COVID-19 pandemic, City boards are trying to meet via video or teleconference, and providing a way for the public to participate-as required by TOMA when it applies-imposes additional logistical challenges on IT. The proposed suspension would only affect purely advisory boards that-absent a Council-imposed requirement-do not have to comply with TOMA.
